SUBJECT: NRC INSPECTION REPORT 60-344/97-05 AND NOTICE OF VIOLATION

Dear Mr. Quennoz:

On January 14,1998, NRC completed an inspection at your Trojan Nuclear Plant. The enclosed

report presents the scope and results of that inspection. A telephone followup exit briefing was

conducted on January 14,1998 to discuss the final results of the inspection as presented in this

report.

Major activities reviewed as part of this inspection included decommissioning and dismantlement

work underway, spent fuel pool technical specification compliance, cold weather preparations,

results of the 1997 emergency exercise, activities related to the control of radioactive material

being released from the radiologically controlled area, and followup on a notification to the NRC.

Based on the results of this inspection, the NRC has determined that one violation of NRC

requirements occurred related to the release of contaminated material from the radiologically

controlled area. This violation is cited in the enclosed Notice of Violation (Notice) and the

circumstances surrounding this vioiation are described in detail in the enclosed report.

Discovery of this violation was the direct result of a comprehensive site evaluation conducted by

your staff as part of the corrective action program implemented in response to the violation cited

in Inspection Report 50-344/97-03 dated September 9,1997.

The NRC has reviewed your November 26,1997, reply to the Notice of Violation issued with

- Inspection Report 50-344/97-03 dated September 9,1997, and finds the corrective actions

acceptable. Your response committed to actions that should prevent future recurrence of the

problem identified with the CM-11 probes. However, as a result of the corrective actions taken

for the violation, additional contaminated material was recently discovered outside the

radiologically controlled area indicating that the problem was more significant than the original

isolated case identified. In response to the violation issued in this inspection report, we request

that you identify additional controls that will be established for monitoring all material being

removed from the Trojan site that had at any time been in the radiologically controlled area.

Additionally, a reasonable effort is expected to identify, locate, 9d resurvey tools and

scaffolding that may have been removed from the radiologi;e )ntrolled area and sold or

released to members of the public during the 1994 through ime frame identified in your

November 26,1997, reply. A description of this effort shoulo w included in the response to this ,
