. During the reporting period, July 1,1998, through December 31,1998, the Trojan Nuclear Plant  !

Security Department continued to operate under the Trojan Nuclear Plant Security Plan (Defueled Condition). The Security Plan contains a commitment to 10 CFR 26 for unescorted l access to the Trojan Protected Area.  !

l Effectiveness Summary I During this reporting period there were three positive random drug tests. Two of the positive I random drug tests involved Portland General Electric (PGE) Company employees and one  ;

positive random drug test involved a contract employee. I Events Reoorted I No reportable events occurred during this reporting period.

Statistical Summarv -

l The average population granted unescorted access to the Trojan Protected Area during the )

reporting period was 374, of which 30 percent were randomly screened. During the reporting period, the Fitness For Duty Program conducted 126 pre-access drug and alcohol tests,114 random drug and alcohol tests,11 follow-up drug and alcohol tests, and 3 return to work drug and alcohol tests. PGE's overall positive rate for the random screening program was 3 percent (2 percent from PGE employees and 1 percent from contract personnel). PGE's overall positive rate for pre-access testing was 0 percent (0 percent from PGE employees and 0 percent from contract personnel). The positive rate for all screenings during the period July through December 1998 was 1 percent.
