Changes to the Plan contained in Revision I received verbal approval from the Oregon Office of Energy on April 15,1999, pursuant to Section 1.3 of PGE-1077. The changes are summarized in Attachment I to this letter.

Page 3, Table 1 Editorial change to delete Shipper's Certification as a separate item and add it to j
Radioactive Waste Shipment Manifest. This change is made because the Shipper's Cenification is actually part of the manifest, and listing it separately is not necessary.

Page 5, Section 1.8, Bigge Crane Company - Add a statement to clarify that Bigge supplies the prime mover at Trojan.
3.
Page 5, Section 1.8, DynCorp - Clarify that DynCorp actually controls traffic at Hanford.

Page 6, Section 1.8, Hanford Patrol - Add a description of the Hanford Patrol.

Page 7 - Editorial correction to change reference from the Washington Office of Marine Safety (WOMS) to the Marine Safety Office (MSO) of the Washington Department of Ecology.

Page 19, Section 3.2.3 - Editorial change to refer to weight in kilograms, the units used in Title 49 of the Code of Federal Regulations.
- 10. Page 22, Section 3.5.2, third paragraph - Editorial correction to change the referenced acceleration from 1.5g to 0.5g. ANSI N14.24 requires evaluation of a 0.5g transverse acceleration load, not 1.5g.
PGE used 1.6g in accordance with the Probabilistic Safety Study.
I 1. Page 23, Section 3.6, second paragraph - Delete " tidal current tables, and river current publications."
Foss does not carry current tables on their tugs for the sections of river to be transited. Foss navigates the river frequently and " local knowledge"is required of the crews. Editorial change to refer to cellular telephone as singular.
- 12. Page 24, Section 3.8, first paragraph - Clarify statement that the Trojan barge slip is dredged to an elevation of-2.5 ft MSL to facilitate loading of the barge.

- 13. Page 32, Table 4-2.- Editorial correction to change WOMS to MSO.
- 14. Page 32, Table 4 Delete Federal Highway Administration (FHA) Regional Director one-week advance notification. This notification is not required and the FHA is not requesting a notification.
Change notifications to Oregon Health, Columbia County, WOMS, and Washington Emergency Management (Washington State Duty Officer, WSDO) to be made directly by PGE.
- 15. ' Page 36, Section 4.3.3, first paragraph - Correction of specific reference to' hot work permit. The United States Coast Guard no longer issues hot work permits.
- 16. Page 46, Section 5.2.8 - Editorial change in title and text to refer to " Barge Rigging Failure" rather than to " Barge Tie-Up Failure." This title is meant to describe the failure of the winching cables on the tugs, not to describe a line failing if the barge is moored. The new title better describes this L
failure.
- 17. Page 47, Section 6.1 - Clarify that the PGE Radiation Protection (RP) representative is not required to perform surveys of the package unless some event occurs that damages the package or causes him to believe the package has degraded in some way. Surveys that will occur are identified in Table 6-1; however, they are performed by technicians at Trojan, the Port of Benton, or US Ecology, not by the PGE RP representative traveling with the reactor vessel package.
- 18. Page 58, Appendix C, Section 1, first paragraph - Add the description " Emergency Response
'Information that accompanies the shipment" and delete " diagnose the nature and severity of the event and the location and prevailing conditions at the accident scene, and allow the..." ' Wording is revised to accurately describe the Incident Notification Form being used.
- 19. Page 63, Appendix D Add copy to Washington State Emergency Management Public Information OfTicer.
