NRC INSPECTION REPORT 50-344/99-04; 72-017/99-02

Dear Mr. Quennoz:

On April 8,1999, the NRC completed a special team inspection at the Trojan facility. The

primary purpose of the team inspection was to ascertain whether your facility was ready for

transferring spent fuel from the spent fuel pool to the newly constructed independent Spent

Fuel Storage Installation (ISFSI). The team also assessed whether you could return the fuel to

the spent fuel pool or to a fuel basket overpack assembly if a problem were to occur during fuel

handling operations. As part of the inspection, the team observed your performance of a dry

run preoperational test during March 28 - April 8,1999. During the dry run test, you

demonstrated that you had the equipment, personnel, and procedures to safely handle spent

fuel. The enclosed report presents the scope and results of this inspection.

In summary, the team concluded that you appear ready to transfer fuel from the spent fuel pool

to the ISFSI for temporary storage, pending transfer to a permanent storage facility. You have

procured and tested the equipment needed to safely handle the fuel, you have trained an

adequate number of individuals to start fuel-handling operations, and you have verified and

validated the fuel handlin'g procedures. Also, the procedures provided contingency actions if a

problem were to occur.

Based on the results of this inspection, the NRC has determined that one Severity Level IV

violation of NRC requirements occurred. The violation is being treated as a Non-Cited Violation

(NCV), consistent with Appendix C of the Enforcement Policy. The NCV is described in the

subject report if you contest the violation or the severity level of the NCV, you should provide a

response within 30 days of the date of this inspection report, with the basis for your denial, to

the Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, DC

20555-0001; with copies to the Regional Administrator, Region IV,611 Ryan Plaza Drive, Suite

400, Arlington, Texas 76011; and the Director, Office of Enforcement, United States Nuclear

Regulatory Commission, Washington, DC 20555-0001.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its

enclosure will be placed in the NRC Public Document Room (PDR).
