Dear Mr. Quennoz:

The Commission has l'ssued the enclosed Amendment No. 201l 'to Facility Operating License No. NPF-1 for the Trojan Nuclear Plant.- The amendment consists of changes to the Permanently Defueled Technical Specifications in response to your License Change Application 242 dated February 12,1997,<

The amendment revises the Permariently Defueled Technical Specifications by deleting the  ;

independent Spent Fuel Storage Installation (ISFSI) area. .The changes revise the technical )

specifications by (1) revising Subsection 4.1.1, " Site and Exclusion Area Boundaries," and (2) i replacing existing Figure 4.1-1 with a new Figure 4.1 1 and adding a new page to Figure 4.1-1 1 to reflect the access controlled (ISFSI) area. j A copy of the related Safety Evaluation is also enclosed.
