NRC INSPECTION REPORT 50-344/96-04; 72-17/98-01 AND NOTICE OF
VIOLATION ~
Dear Mr. Quennoz:
During the periods November 6-7,1998 and December 2-10,1998, the NRC completed an
. inspection at your Trojan Nuclear Plant. 'The enclosed report presents the scope and results of
. g.
this inspection.
The primey purpose of the inspection was to observe work activities associated with the
d
pouring of concrete grout into the reactor vessel and the construction of the first TranStor
concreto. spent fuel storage cask. Other major activities reviewed as part of this inspechon
included radiological controls for work activities, performance of the modular spent fuel pool
i
cooling system, status of activities related to dry cask storage for the spent fuel, and closure of
several open items related to previous inspections and violations.
In addition to the inspection, the NRC attended the December 9,1998, public meeting in
Portland, Oregon, sponsored by the Oregon Office of Energy. The meeting provided an
opportunity for members of the public to discuss issues and provide comments on draft rules
being developed by the Oregon Office of Energy concoming the approval to allow dry cask
spent fuel storage at the Trojan site.
Based on the results of the inspection, the NRC has determined that one violation of NRC
requirements occurred. The violation is cited in the enclosed Notice of Violation (Notice) and

the circumstances surrounding it are described in detail in the subject inspection report. The
violation is of concem because inadequate actions were taken by a radiation protection
- technician to ensure that radiological conditions were safe prior to removing waming signs for

an airbome radioactivity area.

The .NRC has concluded that the information regarding the reason for the violation and the
actions taken to correct the violation and prevent recurrence were adequately addressed by
- your organization during the inspection as documented in this inspection report. Therefore, you
are not required to respond to this letter unless the description therein does not accurately
reflect your corrective actions or your position, in that case, or if you choose to provide
additional information, you should follow the instructions specified in the enclosed Notice.
