+1 From July 17, 1990 through July 19,.1990 the NRC administered initial examinations to six Reactor Operator (RO) candidates, and three Senior Reactor Operator (SR0)-candidates. On July 19 and July 23, 1990, the NRC conducted' 1
~ first requalification retake examinations-for the three operators -that hadE l
failed portions of;their April 1990 requalification examinations..
One of the initial R0 candidates failed the operating portion of the q
examination. All of the other initial candidates passed their examinations, i
and were subsequently issued a license.
j All of the requalification retake operators passed their examinations.
. Subsequently, their 1icenses are eligible -for renewal.
-l The resul*s of.the operating; portion of-initial licensing examinations revealed i
some genwic training weaknesses. These findings are detailed in Enclosure 1.
j The examiner's observations during the operating examinations identified procedure. usability problems, similar to those that were' indicated in our:
previous, July 27, 1989 examination report.
In addition, the examiners found-R instances of inadequate procedural detail, and the absence of emergency procedures from their local control stations. These concerns are detailed in o.

Thet issue of local emergency procedure availability is an unresolved item.
Your management acknowledged these findings, and committed to resolve the procedure quhlity and control problems, as well.as some of the less significant generic training weaknesses. identified during the examinations.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and Enclosure (1) will be placed in the NRC public document room.

From July 17, J90 through July 19, 1990 the NRC administered initial examinations to six Reactor Operator (RO) candidates, and three Senior Reactor Operator (SRO) candidates. On July 19 and July 23, 1990, the NRC conducted first requalification retake examinations for the three operators that had failed portions of their April 1990 requalification examinations. These examinations were conducted in accordance with NVREG 1021, Revision Five.
One of the initial R0 candidates failed the operating portion of the examination. All of the other initial candidates passed their examinations, and were subsequently issued a license.

Subsequently,their licenses are eligible for renewal.
