i During the reporting period, January 1,1999, through June 30,1999, the Trojan Nuclear Plant Security Department continued to operate under the Trojan Nuclear Plant Security Plan '

(Defueled Condition). The Security Plan contains a commitment to 10 CFR 26 for unescorted access to the Trojan Protected Area.

Effectiveness Summary During this reporting period there were two positive pre-access drug tests. Both positive tests involved contract personnel. No appeals of the positive drug tests were submitted. No individual's unescorted access was temporarily suspended under the provisions of 10 CFR 26.24(d).

Events Reported No reportable events occurred during this reporting period.

l Statistical Summarv i The average population granted unescorted access to the Trojan Protected Area during this ,

reporting period was 438, of which 29 percent were randomly screened. During this reporting period, the Fitness For Duty Program conducted 105 pre-access drug and alcohol tests, 129 random drug and alcohol tests,16 follow-up drug and alcohol tests,2 return to work drug i and alcohol tests,2 post-accident dmg and alcohol tests, and 2 reasonable suspicion drug and alcohol tests. PGE's overall positive rate for pre-access testing was 2 percent (0 percent for PGE employees and 2 percent for contract personnel.) PGE's overall positive rate for the random l screening program was 0 percent (0 percent for PGE employees and 0 percent for contract personnel). The positive rate for all testing during the period January through June 1999 was 1 percent.
