L The NRC staff has performed an acceptance review of the Trojan Nuclear Plant License l

Termination Plan (LTP), submitted by letter dated March 10,1999, tr. wtermine whether the LTP provides adequate information to allow the staff to conduct a dea ~ ! review. We compared the submitted application with draft NUREG-1700, "The Star,sard Review Plan for Evaluating Nuclear Power Reactor License Termination Plans," and Regulatory Guide 1.179,

" Standard Format and Content of License Termination Plans for Nuclear Power Reactors." We have concluded that the LTP does not provide sufficient information to allow the staff to perform a detailed review.

4 Specifically, we have found that the Final Status Survey Plan (FSSP) portion of the LTP fails to address in sufficient detail the methods and assumptions used to demonstrate compliance with the radiological criteria for license termination. The FSSP provides a process for developing a survey plan; however, it does not provide the required survey protocol details or derived j

concentration guidelines. The following items need to be provided: detailed survey protocols; j

identification and characterization of each survey unit; derived concentration guideline levels; and the reference coordinate system established for the site areas.

The NRC staff would like to discuss the matter further with your staff so that you can submit an LTP that is complete and acceptable for staff review.
