SUBJECT:

REQUEST FOR ADDITIONAL INFORMATION REGARDING LICENSE CHANGE APPLICATION 244 AND ACCOMPANYING REQUEST FOR EXEMPTION (TAC NOS. MA3636 AND MA3637)

Dear Mr. Quennoz:

This is in response to your letter of August 27,1998, requesting a license change and exemption related to emergency preparedness. Please provide documentation to support the estimation of radioactive material that will remain onsite after the removal of the spent nuclear j fuel and the reactor vessel and intemals from the 10 CFR Part 50 licensed area. The exemption request states that the remaining radioactive material would be comprised of activated material contained within the concrete bioshield wall, sealed source material, and contaminated materials within plant systems. The exemption request provides the following .

values:

Activated material contained within the concrete bioshield wall: 423 Ci Stalad source material: 415 Ci (see below) l Comaminated materials within plant systems: 36.7 Cl The documentation should be given in radio-isotopic form to allow comparison with the inventory of radioactive materials specified in 10 CFR 30.72, " Schedule C - Quantities of ,

Radioactive Materials Requiring Consideration of the Need for an Emergency Plan for l Responding to a Release."

Radioactive materials in sealed form are excluded in the compilation of radioactive materials for i i comparison with the inventory in Schedule C by 10 CFR 30.32(i)(1). Therefore, provide a separate listing of sealed source materials,i.e., appropriate portion of the 415 Ciindicated in [)

the exemption request.  ;

Mr. Stephen M. Quennoz June 9, 1999 only fixed radioactive material is addressed in the exemption request. Indicate whether or not the quantity of radioactive material in the waste storage facility and from other operational sources (e.g., radioactive fluids, filter media, resins) has been accounted for in the inventory of remaining radioactive material.

This request was discussed with Lanny Dusek on May 5,1999, and the mutually agreed on target date of July 2,1999, for your response was established, if circumstances result in the need to revise the target date, please call me at the earliest opportunity.
