RESPONSES TO REQUEST FOR ADDITIONAL INFORMATION DATED JULY 31,1997, FOR THE TROJAN INDEPENDENT SPENT FUEL STORAGE INSTALLATION APPLICATION (TAC L22102)
Dear Mr. Quennor The purpose of this letter is to inform you that we are returning your responses to the Nuclear Regulatory Commission's request for additional information (RAl 2) dated July 31,1997. As background, by letter dated March 26,1996, as supplemented, Portland General Electric Company (PGE) submitted an application to NRC in accordance with 10 CFR Part 72 for the review and approval of a site specific license for an independent spent fuel storage installation (ISFSI) at the Trojan Nuclear Plant Site. By letter dated July 31,1997, the staff requested additionalinformation. On December 18,1997, PGE responded to RAl 2 (VPN 076 97).
Subsequent to your RAI response, we received two submittals dated January 7,1998 (VPN-002 98), and January 21,1998 (VPN-005 98), containing excessive corrections to the initial response. In addition, PGE submitted proprietary information in VPN-002 98 and VPN 005 98 without affidavits as required by 10 CFR 2.790.
4 Because of the overall poor quality of PGE's response to RAl 2 and failure to provide the required affidavits with VPN-002 98 and VPN 005-98, the staff is retuming to you, under separate cover, the th se documents. Consequently, the staff will not resume work on your March 26,1996, application until it receives a high quality response that meets the requirements of 10 CFR 2.790.
In addition to the errors submitted in PGE's correction packages, the staff also found ihegible drawings and data sheets in VPN 002 98 and VPN-005 98. For example, the data sheet on page 234 in VPN 002-98 is illegible and Westinghouse Electric Company drawing 1675C52 in VPN-005-98 cannot be read. Furthermore, the corrections made among VPN-076-97, VPN-002 98, and VPN-005-98 are not evident to the staff.
This is not the first time that the accuracy and completeness of information supplied by PGE has been found to be lacking. This issue was raised in a technical exchange meeting held on February 26,1997, in which the staii.noted a number of technical issues in your application that were incomplete or contained errors. In cddition, NRC letter dated July 31,1997, asked PGE to ensure accuracy and completeness of information and reminded PGE to apply the appropriate requirements of its quality assurance and control program to any and all information provided to the NRC. The staff is concerned about PGE's lack of care in the initial preparation of licensing documents submitted to the Commission. Also, there appears to be a continuing lack of
