t This acknowledges the receipt of your letter, dated April 20, 1988, by which'

~ you transmitted Revision 20 to the Trojan Nuclear Plant Physical Security Plan 3

Y (PGE 1017), dated May 1979. We have determined that portions of these plan J

,n changes are consistent with the provisions of 10 CFR 50.54(p) and are j

therefore acceptable. However, as indicated in the enclosure, certain other' J

portions decrease plan effectiveness and are therefore inconsistent with the-4j provisionof50.54(p). Resubmit corrected plan pages as necessary to maintain plan continuity.

I unacceptable, were discussed at a special safeguards inspection exit meeting with members of the PGE staff at Trojan on October 20, 1988, and with you and members of your stsff at an enforcement conference at PGE corporate, headquarters on November 17, 1988. This letter again documents our position regarding the unacceptability of the " trash rack" functioning as both a j

protected area and vital area barrier.

Subject:

Intake Structure Survey, dated May 17, 1989, indicated that upon completion of modifications then in progress, the Trojan Intake Structure would_ meet NRC Regulatory Guidance and that a revision to the Trojan Nuclear Plant Security P!an reflecting those modifications to the Intake Structure would be submitted. We were telephonically informed on August 28, 1989, that a Revision 27 to the physical security plan has been i

prepared for this purpose and will be submitted upon completion of corporate review. Upon receipt of euch revision or changes, they will be reviewed for l

acceptability for inclusion into the plan.

.Should you want to pursue changing the security plan with respect to the changes set forth in the enclosure, you should resubmit under the provisions

'of 10-CFR 50.90.

i The enclosure to this letter contains Safeguards Information which is required to be protected against unauthorized disclosure in accordance with 10 CFR 73.21.
