This letter refers to an announced special safeguards team inspection of your activities authorized by NRC License No. NPF-1 conducted by Messrs. M. D.
Schuster, L. R. Norderhaug, and D. W. Schaefer, of Region V and G. L. Pirtle of Region III on November 17 through December 3,1986. This inspection also involved K. R. Byers, G. R. Bryan, and R. T. Hadley from Battelle Memorial Institute - Pacific Northwest Laboratories.
This letter also refers to the discussions of our preliminary inspection findings held by M. D. Schuster and the inspection team members with Messrs.
J. Reid, J. Street, C. Olmstead, R. Schmitt, J. Sanders, and other members of their respective organizations on November 25, 1986. Also present was James L. Montgomery, Chief of the Nuclear Materials Safety and Safeguards Branch.
Further, this letter documents a subsequent conversation on December 3, 1986 between J. L. Montgomery and L. R. Norderhaug of Region V and J. Street, D.
Nordstrom, and G. Zimmerman of your organization.
Areas examined during this inspection included activities related to physical
protection as described in the enclosed inspection report.
Included in this

inspection was an effort to review, identify and seek resolution to any
- F interface problems as may exist at the Trojan site between measures imposed by the plant's approved security plan and operational needs for prompt access.

Within these areas, the inspection consisted of selective examinations of yg procedures and records, interviews with facility and contractor personnel, and rdo n.
observations by the inspectors.

activities were not conducted in full compliance with NRC requirements, as set

IJ All 291987-2-the Notice of Violation and the enclosed inspection report will not be placed in the Public Document Room and will receive limited distribution.
We have determined that the enclosures so designated contain Safeguards Information and therefore are subject to the controls of 10 CFR 73.21.
The responses directed by this letter and the enclosed Notice are not subject to the clearance procedures of the Office of Management and Budget as required by the Paperwork Reduction Act of 1980, PL 96-511.
