Dear Mr. Quennoz:

The Commission has issued the enclosed Amendment No.199 to Facility Operating License No.' NPF-1 for Trojan Nuclear Plant. The amendment consists of a new license condition that l

would authorize the loading and handling of spent fuel and storage casks in the Trojan fuel building in response to your License Change Application (LCA) 237, Revision 3, dated

~ January 7,1999.

The amendment changes Facility Operating License No. NPF-1 by adding a new license condition entitled " Loading of Fuel into Casks in the Fuel Building." This will allow loading and handling of spent fuel transfer and storage casks in the fuel building.

A copy of the related Safety Evaluation is also enclosed. The Notice of issuance will be included in the Commission's next bmeekly Federal Register notice.
