SUBJECT: NRC INSPEC'TION REPORT 50-344/99-03; 72-17/99-03
Dear Mr. Quennoz:
On March 25,1999, the NRC completed an inspection at the Trojan facility. The primary
purposes of the inspection were to perform reviews of your reactor pressure vessel lift in
preparation for shipment to Hanford, Washington, for disposal, and your readiness for
preoperational testing of the independent Spent Fuel Storage Installation (ISFSI) and support
equipment. The enclosed report presents the scope and results of this inspection.
Overall, the NRC concluded that your preparations for transfer of fuel to your ISFSI are ,
progressing in a controlled manner, although a number of activities need to be completed prior
to actual fuel movement. For example, staffing and training had not been completed, a number
of implementing procedures still had not been formally approved, and a large number of items
were still listed on your open items lists (commitment tracking list, problem reports, and
corrective action reports). To help ensure the safe and orderly transfer of fuel, these
outstanding issues should be adequately resolved prior to fuel movement.
With respect to the reactor pressure vessellift, the NRC inspectors concluded that the lift was
being performed in a safe and orderly manner.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its ,

enclosure will be placed in the NRC Public Document Room (PDR).
