The Commission has issued the enclosed Amendment No.161 to Facility Operating License No. NPF-1 for the Trojan Nuclear Plant. The anendment consists of changes to the Technical Specifications in response to your application (LCA-184)datedOctober 20, 1989.

The amendment changes the qualification requirements, as specified in Technical Specification 6.3.1, that must be met by the Radiation Protection Branch Manager.

A copy of the related Safety Evaluation is also enclosed. The notice of issuance will be included in the Commission's next regular biweekly Federal Register notice.
