REQUEST FOR' ADDITIONAL INFORMATION REGARDING RELOCATION OF TECHNICAL SPECIFICATION ADMINISTRATIVE CONTROLS TO THE QUALITY ASSURANCE PROGRAM (TAC NO. MA3635)
Dear Mr. Quennoz:
By letter dated August 27,1998,' you requested a license amendment that would delete a number of license conditions and technical specification requirements that would be implemented after all the spent fuel has been removed from the 10 CFR Part 50 licensed area.
- The proposed amendment, in part, relocates certain administrative requirements from Section 5.0 of the Trojan Technical Specifications to the Quality Assurance Program (PGE-8010).
During the course of its review, the NRC r iff has deteimined that additional information is necessary to complete its review. The enclosed request for additional information regarding your proposed relocations was discussed with your Licensing staff on June 30,1999. A mutually agreeable target date of thirty days following receipt of this letter was established for responding to this request. If circumstances result in the need to extend this date, please call me at your earliest opportunity.

Technical Specification (TS) 5.5.1.1.2 states that "The Chairman of the Independent Review and Audit Committee shall designate independent Safety Reviewers in writing."
l The proposed amendment eliminates this committee. Describe the revised process for I
designating independent reviewers and revise the relocated text accordingly.

Table A of Attachment I to the August 27,1998, submittal describes each technical specification to be relocated to the quality assurance program. Several of the l
descriptions state that "the applicable requirements of this section" are being relocated.
l The affected relocations include TS 5.1.1, TS 5.2.1, TS 5.5.1, TS 5.5.3, TS 5.7.1, TS 5.7.2. The descriptions should be clarified to either (1) confirm that the requirements will be relocated verbatim (by deleting, for instance, the word " applicable"), or (2) j identifying the specific requirements to be relocated and changes thereto.
