SUBJECT: NRC INSPECTION REPORT 50-344/98-03

Dear Mr. Quennoz:
On July 27-30,1998, the NRC completed an inspection at your Trojan Nuclear Plant. The
. enclosed report presents the scope and results of that inspection.
Major activities reviewed as part of this inspection included spent fuel pool technical
specification compliance, progress of decommissioning and dismantlement work, radwaste
transportation actrvities, arrangements for offsite medical support during emergencies, and
occupational radiological exposures for the first half of 1998. No violations of NRC regulations
were identified.
On July 30,1998, two public meetings were held between Portland General Electric and the
NRC. A meeting conducted at the Trojan training facility reviewed the technical issues
concoming your application to use the reactor vessel as a shipping package. That evening, a
public meeting was held in Kelso, Washington, to discuss the plans by Portland General
Electric to ship the Trojan reactor vessel and internals to Hanford, Washington, for burial. A
summary of these meetings will be issued by NRC headquarters.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its
enclosures will be placed in the NRC Public Document Room (PDR).
