Subject: Review of Seabrook Station, Unit 1 Technical Specifications: Inspection Report No. 50-443/86-27 This refers to the Seabrook Station, Unit 1 Technical Specifications review con-ducted by Parameter, Inc. from May 5-16, 1986 at the Seabrook site in Seabrook, New Hampshire. During the period of this review, Parameter, Inc. was under contract to the NRC to determine whether the draft Technical Specifications (TS) and the Final Safety Analysis Report (FSAR) were in agreement with the plant's as-built configuration and whether the draft TS requirements were definitively measurabl The results of this review were discussed with Mr. G. S. Thomas and other members of your staff on May 16, 1986. A copy of the Parameter, Inc. report is attached as Enclosure The Technical Specifications used in this inspection effort were draft TS (i.e.,

the " Proof and Review" edition) issued for comment in March 1986. Since the con-clusion of the inspection, the " Final Draft" TS have been issued and revised. We understand that your staff and both the Office of Nuclear Reactor Regulation and Region I are still involved in review activities for TS conformance to operational safety considerations and Seabrook-specific plant design features and parameter Thus, some of the comments in the enclosed report have been addressed in subsequent documentation or are the subject of the ongoing review process. Also, certain pro-grammatic and procedural discrepancies, identified as observations in the enclosed report, had been raised previously as unresolved or inspector follow-up items and documented as such in Region I Inspection Reports 50-443/85-35, regarding the follow-up of TMI Action Plan commitments, and 50-443/06-09, regarding operating procedure Additional Region I inspection of these existing open items will con-firm, where appropriate, the adequacy of licensee actions to address the procedural concerns that are documented in the enclosed repor Overall, this TS review and inspection has concluded that the Technical Specifica-tions are in substantial agreement with the FSAR and with the as-built plant con-

, figuration and operating characteristics in the areas inspected. Also, based on our review of the enclosed report, we determined that there is sufficient manage-ment control to ensure adequate completion of the Technical Specification and im-plementing procedure preparation proces The discrepancies between the TS and the FSAR and/or as-built plant, as identified in the appropriate system sections of the enclosed report, were of limited safety impac No violations were identi-fied during this revie However, certain areas of inspection require further NRC revie Those items, as highlighted in the enclosed report, merit licensee attention to clarify the noted inconsistencies, correct the identified deficiencies, and document all such cor-8609040027 860827 j PDR ADOCK 05000443 ,, g G PDR / r-- t

While one general conclusion of this TS inspection was that the Technical Specification Surveillance Requirements were definitively meas-urable, sufficient procedural discrepancies were identified, and confirmed by sub-sequent resident inspection activities, to justify a generic Operations Group re-view of their procedures. We note that NHY operations management has committed to the conduct of such a review and that this effort is the subject of current Region I Resident Inspection 50-443/86-4 Additionally, specific questions on items of inspection have been determined to be concerns that warrant your written response to the issues. You are hereby re-quested to respond to the specific issues listed in Enclosure 2, providing either clarification of the noted inconsistency, justification for the acceptability of the licensee position on a specific issue, or identification of planned or com-pleted corrective action, as appropriat Those items listed in Enclosure 2 are considered unresolved pending review of the licensee responses and future NRC in-spectio The responses directed by this letter are not subject to the clearance procedures of the Office of Management and Budget as required by the Paperwork Reduction Act of 1980, PL 96-51 Your cooperation with us in this matter is appreciate
