SUBJECT: NRC INTEGRATED INSPECTION REPORT NO. 50-443/98-09 I

Dear Mr. Feigenbaum:

On November 14,1998, the NRC completed an inspection at Seabrook Station. The

enclosed report contains the details of that inspection.

The plant was operated safely during the period. Engineering provided good support to

identify and respond to an elevated temperature condition on the low voltage bus to the

generator step-up transformer. Maintenance activities were performed well. Corrective

actions were implemented to address check valve leakage on the emergency feedwater

and safety injection systems, however, we note that the long term resolution of these

problems is under development.

You established, implememed, and maintained an effective radiation monitoring system

program, an effective ventilation system surveillance program, an effective quality control

program to validate measurement results for radioactive effluent samples, and conducted

an effective quality assurance audit of the radioactive effluents control program,

in contrast to the otherwise good performance, the NRC identified that safety equipment

was removed from service at the beginning of the forced outage without appropriate

monitoring of the status of the equipment as required by your administrative procedures.

This issue is a violation of NRC requirements as detailed in the attached Notice of

Violation,

This violation was corrected during the inspection period. A description of the violation

and the corrective actions are contained in the enclosed inspection report details. Since
the corrective actions are already described on the docket. Therefore, you are not required

to respond to this letter unless the description in the enclosed report does not accurately

reflect your corrective actions or your position. In that case, or if you chose to provide

additional information, you should follow the instructions in the enclosed notice.
