SUBJECT: NRC INTEGRATED INSPECTION REPORT NO. 50-443/99-02

Dear Mr. Feigenbaum:

This refers to the inspection completed on May 9,1999 at the Seabrook Nuclear Power Station.

The enclosed report presents the results of this inspection.

The plant was operated safely during the period. Several, complex non-routine evolutions were performed well. Maintenance and engineering provided good support to plant operations. The

radiation protection program was found to be effectively implemented for outage work activities.

The ALARA program requirements, with respect to disassembling the reactor and performing inspections and cleaning of steam generator components, were appropriately established and i implemented.

Based on the results of this inspection, the NRC has determined that a violation of NRC i requirements occurred. The violation involved the failure to ensure that critical relay calibration f characteristics were met prior to installation into the emergency power sequencer cabinets in June 1997. The violation is being treated as a Non-Cited Violation (NCV), consistent with l Appendix C of the Enforcement Policy. The NCV is described in the subject inspection report. If you contest the violation or severity level of this NCV , you shculd provide a response within 30 days of the date of this inspection report, with the basis for your denial, to the Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington DC 20555-0001, with copies to the Regional Administrator, Region I, and the Director, Office of Enforcement, United States Nuclear Regulatory Commission, Washington, DC 20555-0001.
