Areas Inspected:
Implementing procedures for the receipt of Special Nuclear Material of Low Strategic Significance; status of implementation of the physical security program; Physical Security Plan and Implementing Procedures; Management Effectiveness; Physical Barriers (Protected / Vital Areas). Results: The licensee was prepared for the protection of new fuel.

MC 30703 - Exit Interview The inspectors met with the licensee representatives listed in paragraph 1 at the conclusion of the review on January 16, 1986. At that time, the purpose and scope of the review were discussed and the findings

were presented.
At no time during this review was written material provided to the licensee by the inspectors.

MC 92701 - Status of Inspector Follow-up Identified Items (IFI) -
Plant Physical Security Program Inspector Followup Items (IFI) 50-443/85-18-02, -03, -04, and 50-443/85-27-03, -04, and -06 remain open and will be reviewed during future preoperational security program reviews.
a.
(Closed) IFI 50-443/85-18-01: Review of Revision 4 to the New Hampshire Yankee - Seabrook Nuclear Generating Station Physical Security Plan. The licensee addressed the findings and observations identified in Attachment 1 to Inspection Report No.85-18 with the exception of two items.
Those items are addressed in paragraphs 6 and 8 of this report.
The licensee will submit the appropriate security plan changes in Revision 5.

(Closed) IFI 50-443/85-27-01:
Review of the " Code of Conduct" implemented by the security contractor.
The inspectors observed that the security contractor had established and documented a " Code i
of Conduct" for all employees.

representatives, previously identified as grievance officers, meet to discuss issues affecting the operation of the security organization, at least quarterly.

(Closed) IFI 50-443/85-27-02:
Review of the security program conducted by the security consultant, EBASCO Services Inc. The inspectors reviewed the report submitted by EBASCO ano discussed the comments and recommendations with the licensee. No pro 1 ram deficiencies were identified by the consultant.
d.
(Closed) IFI 50-443/85-27-05:
Securing equipment for thi security systems uninterruptable power supply (UPS). The inspectors observed that the licensee had secured the cabinets that containec the (UPS)
equipment and installed an appropriate lock on the room door.
e.
(Closed) IFI 50-443/85-27-07: Retention of written examinations used for security force personnel qualification.
The inspectors observed that the licensee is maintaining the documentation necessary to demonstrate training and qualification in accordance with the Training and Qualification Plan.

MC 81018 - Security Plan and Implementing Procedures for SNM The inspectors reviewed the Physical Security Plan and implementing procedures for the protection of special nuclear material (SNM) of low strategic significance and determined that they were adequate for the licensee to accept new fuel on site. The inspectors discussed the following items concerning two procedures with representatives of the licensee:

Procedure 1:
Paragraph 6.1 - The paragraph omits who has the responsibility to validate
,
the personnel access list for the controlled access area.
Paragraph 6.2.2 - The paragraph contains conflicting guidance regarding who will be armed.
Paragraph 6.2.3 - The paragraph is unclear as to which security officers will be trained.
Procedure 5:
Task 14 - The paragraph is unclear as to the sequence in which emergency actions would be taken by the serarity shift commander.

MC 81020 - Management Effectiveness The inspectors observed that the development of the security program is on schedule.
The station security organization is trained to protect new

fuel on site and procedures are in the final stages of preparation /-
approval.
The security program manager and site security supervisor continue to provide guidance and coordination for the development and implementation of the program.
Site orientation and familiarization was provided to personnel from local law enforcement agencies on January 9, 1986.
Attachment 1 to this report contains the licensee's actions with respect to the information contained in NRC-issued security related Information Notices.

MC 81052 - Physical Barrier (Protected Area)
The inspectors observed that IFI's 85-18-03 and 85-27-03 had not yet been resolved.
In addition, the inspector observed that a fire plug, wooden Land-rail, camera post, and light post were too close to the protected area barrier and degraded the height of the barrier. The site security supervisor acknowledged these items and stated that corrective action would be taken.
8.
MC 81054 - Physical Barrier (Vital Area)
The inspectors observed that IFI 85-18-04 had not yet been resolved.
In addition, the inspectors made the following observa-tions during this review and discussed them with licensee representatives:

I&E Information Notice 82-05 - Frequency of Drug Related Incidents The inspectors observed that the Public Service New Hampshire Employee Handbook, published on March 28, 1985 (Chapter II, Policy 4), addresses the policy on the use of controlled drugs on site. The security organi-zation is also authorized to take appropriate actions where the possession of drugs is suspected.
C.
I&E Information Notice 84-07 - Design Basis Threat and Review of Vehicular Access Controls The inspectors determined that the licensee appropriately considered the information in this Notice.
A vehicle holding area is provided at the main vehicle access portal.
D.
I&E Information Notice 84-08 - Employee Protection The licensee stated that the subject of employee protection is addressed in the initial general education training required for all personnel entering the plant.
In addition, Health Physics technicians attend monthly general plant safety meetings. NRC Form 3 is posted on bulletin boards throughout the plant. A Site Allegation Resolution Committee has also been established.
