Subject: NRC Region I Inspection 50-443/90-15 (6/25/90 - 7/29/90)
This refers to the above subject safety inspection of the Seabrook Station,
Seabrook, New Hampshire.
The inspection results are described in the enclosed
!
report and were discussed with Mr. D. M ndy and other members of your staff on
July 30, 1990.
'
'
Overall, this inspection found that the plant was operated in a safe and pro-
fetsional manner, especially during planned and unplanned transients.
However,
breaker controls for containment electrical panels were found inadequate as
described in the enclosed Notice of Violation.
In your response to this viola-
tion, please emphasize configuration control implications and also address the
consideration that the operators indicated no awareness of the reason for the
,
controls over these electrical breakers.
Your Self-Assessment Team's report on power ascension testing (up to the fif ty
percent power level) demonstrated an ability to be self-critical, and the results
carresponded well with our assessments of your performance. We found this re-
port satisfactory, but noted that a lack of certain details to support the
assessments and explain the genesis of the recommendations was a report weak-
I
ness.
