By. submittal dated January 18, 1989, the New Hampshire Yankee Division of the Public Service Company of New Hampshire (NHY) provided Revision 3 to the Seabrook Statior. Ndfological Emergency Plan [SSREP). By letter dated December 14, 1988, the Federal Emergency Management Agency (FEMA) provided the results of their integrated review of the offsite plans and preparedness for Seabrook Nuclear Station, to include:

1. Review and Evaluation of the State of Maine Ingestion Pathway Plan for Seabrook Station (MIPP),
2. Review and Evaluation of the State of New Hampshire Radiological Emergency Response Plan for Seabrook Station (NHRERP),
3. Review and Evaluation of the Seabrook Plan for Massachusetts Communities (SPMC), (
4. Status of Corrective Actions for the 1988 FEMA Graded Exercise, S. Report of the Public Neeting for the Seabrook Nuclear Power Station, I 6.- Findings aad Determination Document for the Serbro9k Nuc~ lear Power Station, and, by reference
7. Exercise Rr: port for thie Juno 78-29, 1988, Exercise of the Offsite Radio-logical Emergency Preparedness Plans for the Seabrook Nuclear Pcwer Stattun.

The staff review has found that onsite emergency preparedness continues to be acceptable and is adequate for full power operation. Based on the submitted FD1A reviews and reports, the staff has concluded that the state of offsite emergency preparedness will be i

adequate and acceptable for full power operation upon verification of i installation and operation of the Vehicular Alert and Notification System 1- (VANS) for the Massachusetts Emergency Planning Zone (EPZ), and the Public I

Alerting System for the New Hampshire EPZ.

A Safety Evaluation updating the status of onsite and offsite emergency preparedness for the Seabrook Station is enclosed.
