Emergency- Action Levels In.your letter dated May 23,1990 you requested NRC approval of a proposed revision to your Emergency Action Levels for Seabrook Station. We have completed our review of your proposed changes and have found this revision to your Emergency Plan acceptable j

. 'with the understanding:as stated below.

' In the "16" series, the initiating condition (IC) for a General Emergency '

declaration relating to any major internal or external events (e.g., fires, earthquakes, substantially beyond design basis) which could cause massive common damage to plant systems resulting in any of the above was deleted J from the "16" st ries. You have indicated this IC is covered in Emergency Action Level (EAL) 18d for Discretionary Events and it is our understanding - *

[ that the 18d EAL will remain.

The "18" series provided to us for review did not contain the IC relating to e" Tornados, Hurricanes, and Tidal Waves and it is our understanding that these 1 will remain in the "18" seri::s. L l

  • Additionally, the "18" series omitted the IC for a General Emergency declaration as stated above for the "16" series. Again, it is our understanding that the 18d EAL wil! retra!n. ,
