The Senate of the State of New Hampshire 107 N. Main Street, Room 302, Concord, N.H. 03301-4951 RICHARD L RUSSMAN onice 2712n1 Dustret 19 TTYITDD 1800 735 29(A August 24,1999 Mr. Richard Borchardt Director, Office of Enforcement United States Nuclear Regulatory Commission Washington, DC 20555-0001
Dear Director Borchardt:
I write to you today about an issue of great concern to me. In recent months the Nuclear Regulatory Commission has cited the Seabrook Nuclear Power Plant for violations ofits operating license. I applaud these citations, because they help to ensure that if the power plant is to operate there will be a measure of safety. 'Unfortunately, I have also learned that despite these citations enforcement action has not been taken. As Chairman of the New Hampshire State Senate Environment Committee I believe that the Office of Enforcement should take immediate action to ensure that Seabrook Nuclear Power Plant does not continue to operate despite violations ofits operating license. I look forward to your response to this serious matter.
Sincerely,
/M Richard L. Russman Senate District 19
