1. Delete paragraph 3A on page 11. This is consistent with your  !

2. Label the existing paragraph 3B on page 11 as paragraph 3A; in line 1 of this paragraph, delete the words "The Committee also finds that"; and in line 5 of this paragraph, delete the word "so" and replace it with the word "except". (The affected line will read:

"... paragraph I above, except that the total contributions for 1999 shall be at least $17.7 million and. ") ,

3. Label the existing paragraph 3C on page 12 as paragraph 3B.
