NRC INSPECTION REPORT NO. 50-443/99-01
Dear Mr. Felgenbaum:
This refers to the inspection comr'sted on March Et,1999 at the Seabrook Nuclear Power
Station. The enclosed report presents the results of this inspection.

The plant was operated safely during the period. The operators performed routine activities
including surveillance testing well. Maintenance and outage planning activities were performed
well. Component engineering provided good support and analysis for several safety-related
'
component lubricating oilissues.
Based on the results of this inspection, the NRC has determined that two violations of NRC
requirements o:: curred. These violations are being treated as Non-Cited Violations (NCVs),
consistent with Appendix C of the Enforcement Policy. These NCVs included: (1) failure to
properly test the primary auxiliary building fans, and (2) Inadequate corrective action to prevent
recurrence of repeated primary auxiliary building for test failures. These NCVs are described in
the subject inspection report. If you contest the violation or severity level of these NCV(s) , you
should provide a response within 30 days of the date of this inspection report, with the basis for
your denial, to the Nuclear Regulatory Commission, ATTN: Document Control Desk,
Washington DC 20555-0001, with a copies to the Regional Administrator, Region I, and the
