Inspection No. 50-443/90-13

This refers to the routine safety inspection conducted by Mr. P. Drysdale of

this office on May 21 - 25, 1990, at the Seabrook Nuclear Power Plant of

activities authorized by NRC License No. NPF-67 and to the discussions of our

findings held by Mr. Drysdale with Mr. D. Moody at the conclusion of the

inspection.

Areas examined during this inspection are described in the NRC Region I Inspec-

?'

tion Report which is enclosed with this letter. Within these areas, the inspec-

tion consisted of selective examinations of maintenance and surveillance

programs and activities, procedures and representative records, interviews with

personnel, and observations by the inspector.

Within the scope of this inspection, no violations were observed; however,

certain weaknesses are discussed in Sections 2.1.1, 2.4, and 4.2 of the

enclosed report that warrant additional management attention.

Specifically,

the insoectors noted a large number of outstanding Request for Engineering

Service (RES) documents that pertain to maintenance, inadequate post-mainten-

ance-system restoration, and an inadequate response to unresolved items related

to maintenance practices.
