UNESCORTED ACCESS TO LICENSEE FACILITIES -i U (TACNO.M76688) This is in response to your April,18,1990 letter, subject as above, wherein you requested our approval of.your position that licensee employees granted unescorted access at one site be granted unescorted access, after site specific training, at another site. You also requested approval of your position that i individuals active in a fitness-for-duty program at one facility-should not be l required to take additional pre-access testing when spending time at another facility, even:if the testing standards are different. 3 Regarding access authorization programs, NRC regulations do not )rohibit a + -licensee from accepting the access authorization program of enotter licensec, a contractor, or a vendor as long as it meets the commitments in the receiving r licensee's approved Physical Security Plan. If the other program does not meet the receiving licensee's commitments,'the additional elements must be completed before unescorted access may be granted. 1 Withrespecttofitness-for-duty (FFD) programs,theNRC'sruledoesallow licensees to accept contractor or vendor FFD programs "' 'ied that the programs meet the requirements of the rule, and that they are w ly reviewed and l L approved by the licensee;(ref: 10CFR26.23). We note that there are some differences. NRC. personnel are subject to a common Government screening program and NRC drug program.
