Gentlemen:

Subject: NRC Region 1 Inspection 50-443/90-81

This refers to the Special Power Ascension Team inspection conducted between

March 16.and May 2, 1990, at Seabrook Station, Unit 1. Seabrook, New Hampshire.

The results of the inspection, as detailed in the enclosed inspection report,

were discussed with D. Moody and other members of your staff each week by our

inspectors.

As you know, several problems identified during the Power Ascension Test

Program, many in non-safety related systems, caused significant delays in your

power ascension test program. Consequently the program was at about-the

sixteenth day of your original schedule, with the reactor at about 8 percent

power prior to the shutdown on April 28, 1990 for a significant modification

of_the low pressure section of the turbine.

By the conclusion of this inspec-

tion period, we had witnessed the power ascension tests for the five percent

test plateau and the turbine testing.

Based on the tests witnessed, our insoectors concluded that the power ascension

tests, thus far, were performed in a safe and controlled manner by a knowledgeable

operations and startup staff. Also the inspection team concluded that the Power

Ascension Test Program at Seabrook Station was being conducted in accordance

with procedures and administrative requirements.
