4. MC 81018 - Security Plan and Implementing Procedures The inspector noted that the licensee submitted Revision 6 to the NRC-approved physical security plan arid advised the licensee that the proposed modifications to the plan are currently under review by NR . MC 81020 - Management Effectiveness - Security Program The inspector observed that implementation of the security program was essentially complete. The items remaining are identified in this repor . MC 81034 - Security Program Audit The inspector reviewed the audit of the security program conducted by the Quality Assurance Group and no major discrepancies were observed. 8. MC 81046 - Locks, Keys and Combinations- S'

The inspectcr observed that the licensee installed locks and combination padlocks throughout the protected, vital and administrative areas, as described in the NRC-approved physical security plan. The licensee had not yet developed a prompt, effective method to issue vital area keys to plant operating personnel in an emergency. The licensee acknowledged this and security management personnel stated they are committed to refining the vital area key issuance procedure before requesting a full power license from the NRC. 10. MC 81054 - Physical Barriers (Vital Areas)

The inspector observed that all vital area boundaries were clearly define Security force personnel were observed providing temporary access control for several vital areas while the areas were being readied for turnover to the operating staff. Other vital areas were observed to be secure and entry to those areas was under the positive control as described in the NRC-approved physical security plan and implementing procedure Inspector Follow-up Item (IFI) 50-443/86-29-04 is closed.

11. MC 81058 - Security System Power Supply

16. MC 81080 - Detection Aids - (Vital Areas)

18. MC 81088 - Communications The inspector observed that the fixed and portable communications systems were installed and capable of operation as described in the physical security plan. Inspector Follow-up Item (IFI) 50-443/86-29-11 is close . MC 81501 - personnel Training and Qualification The inspector observed security force personnel being trained and quali-fied in weapons at an offsite range. No discrepancies were noted. The inspector also audited the training and qualification records of sixteen security personnel, selected at random from each of the five operating security shifts. No discrepancies were r.oted. MC 81601 - Security Contingency Plan During this preoperational security program review, the inspector witnessed the licensee respond to a bomb threat made against the plan The inspector observed the security management staff effectively coordin-ate and work with plant operating personnel in forming search teams and in searching plant area In addition, the inspector also observed the security management staff implement the onsite contingency plan for a demonstration by intervenors that took place outside the entrance to the plant sit The inspector determined the security force adequately demonstratea its ability to deal with security contingencies. MC 81810 - Protection of Safeguards Information The inspector conducted an accompanied tour of all areas on site in which Safeguards Information is stored. No discrepancies were r.oted. The licensee has included the handling, storage and protection of safeguards information in its audit progra . Review of Licensee Actions Related to NRC-I&E Information Notices The inspector reviewed the following previously issued NRC I&E Information Notices with the licensee to determine if they were considered during the development of the Seabrook, Unit 1 security progra I&E Information Notice No. 80-18: Possible Weapons Smuggling Pouch, dated May 5, 1980 PSNH Action During this preoperational security program review, the inspectors observed that the security force personnel operating the access control function were challenging parcels, attache cases and handbags that resulted in a mottled picture on the X-ray screen. The inspectors determined that the licensee's traini.ig program and procedures adequately address the concern expressed in the notice.

IE Information Notice No. 82-46: Defective and Obsolete Combination Padlocks, dated November 26, 1982 PSNH Action During this Preoperational Security Program review, the inspectors observed that the licensee is utilizing the Sargeant and Greenleaf com-bination padlock Model 8077A for use on security containers for the

Written security procedures are in effect to manage, control and audit the protection of Safeguards Informa tio The Information Notice was adequately addresse I&E Information Notice No. 83-27: Operational Response to Events Concerning Deliberate Acts Directed Against Plant Equipment, dated May 4, 1983 and I&E Information Notice No. 85-04: Inadequate Panagement of Security Response Drills, dated January 17, 1985 PSNH Action _

The licensee considered these notices and established a program of security response drills. The security response drills are coordinated with the plant operating staff and they also participate in the drills. In addition, the plant operating staff provides support to the security organization whenever there is an event involving a potential or actual act of radio-logical or industrial sabotage to plant facilities. The licensee has approved security contingency procedures that provide instructions for security force members and plant operating staff to respond to events of this natur .
