EVALUATION OF WELD REPAIRS TO CASTINGS MADE FROM SA-351, I GRADE CD4MCU MATERIAL FOR SEABROOK STATION, UNIT NO.1 (TAC NO. MA6079) i

Dear Mr. Felgenbaum:

By letter dated July 9,1999, North Atlantic Energy Service Corporat!on (the licensee) submitted a request to use a proposed alternative to certain weld repair requirements in the American Society of Mechanical Engineers Boiling and Pressure Vessel Code (Code) at the Seabrook Station, Unit No,1. The licensee proposed using the weld repair requirements specified in SA-351 to Section ll In lieu of the requirements for Grade CD4MCu materialin Table 1-7.2 to the 1989 Edition of Section ill of the Code. On the basis of the enclosed Safety Evaluation, the staff of the Nuclear Regulatory Commission (NRC) has determined that the proposed alternative would provide an acceptable level of quality and safety. Pursuant to 10 CFR 50.55a(a)(3)(i), the NRC staff authorizes the use of the proposed alternative.

The NRC staff's evaluation and conclusions are contained in the Enclosure. Questions regarding this request should be sent to my attention at the above address, or you can contact the NRC Project Manager, John Harrison, at (301) 415-3199.
