Inspection on May 6-8, 1986 (Combined Report Nos. 70-3027/86-02 and 50-443/86-26).
Areas Inspected:
Initial, routine, unannounced inspection of nuclear material control and accounting, including: organi;:ation and operation; shipping and receiving; storage and internal control; inventory; records and reports; and, management of the material control system.
Results: The licensee's procedure were adequate for the control of special nuclear material (SNM) and were being followed.
Records and reports were complete, well maintained and readily available.

j The inspector verified through review that the licensee had established and was maintaining written procedures for nuclear material control and accounting and that written statements of i
responsibility and authority had been established for those positions with responsibility for special nuclear material (SNM). These procedures were included in the licensee's SNM Accountability Manual, l
FMD-004, for Seabrook, dated January 1986, and SNM Inventory and Control Procedure, RS 0720, Revision 01, dated February 6,1986.
Both documents appeared adequate for the control of SNM.

Shipping and Receiving The inspector determined through review that the licensee had established, maintained and followed procedures to assure that all SNM received was accurately accounted for.
There were no shipments of SNM made during tne period under review (February 1,1985 through March 31, 1986).
In addition, the inspector determined that the preparation and transmittal of Nuclear Material Transaction Reports (DOE /NRC Form-741) were the responsibility of the Reactor Engineering Accountant.
The inspector performed a review of all DOE /NRC Form-741's generated during the period February 1, 1985-May 6, 1986 to determine authorized signature, timely dispatch, and accuracy of data. With the exception of an incorrect reporting identification symbol (RIS)
shown on three documents, which the licensee was in the process of correcting, no discrepancies were noted.
The inspection and storage of new fuel assemblies received from an off-site vendor was observed on May 8,1986, to determine if the licensee was following Procedure No. RS 0720, SNM Inventory Control, and Procedure No. RS 0722, New Fuel Receipt and Inspection. Health physics and reactor engineering department personnel strictly followed the procedures in accomplishing their responsibilities from receipt to storage of the fuel assemblies in the new fuel storage vault.

Storage and Internal Control The inspector determined through review that the licensee had established and was maintaining and following a system of written material control and accounting procedures which provided for knowledge of the quantity, identity, and current location of all SNM l
bearing materials within the facility.
The inspector also determined that the licensee had established and was maintaining Item Control Areas (ICA's) that included the reactor, new fuel storage vault, spent fuel storage pool and other areas that were appropriate for SNM contained in other than fuel.

Inventory The inspector performed an inventory verification on May 7 and 8,1986, which consisted of a piece count of the fuel assemblies shown on the new fuel storage map. The inspector also compared the new fuel storage map to the fuel location history card file. There were a total of 182 fuel assemblies located in the new fuel storage area.

Records and Reports The inspector reviewed the licensee's records, reports and source data used for the preoaration of the Material Status Reports (DOE /NRC Form-742) submitted for the period October 1, 1985-March 31, 1986 as required by 10 CFR 70.53. With the exception of an incorrect RIS shown on a material status report, which the licensee was in the process of correcting, no discrepancies were identified.
Attached to this report as Exhibit I is a summary of the licensee's material activity for the period February 1,1985-May 8,1986.

Management of Material Control Systems The inspector determined through review that the licensee had established a management system which provided for the development, revision, implementation and enforcement of nuclear material control and accounting procedures.
There was an organizational structure responsive to the nuclear material control and accounting requirements, pursuant to the license and applicable NRC regulations.
