Dear Mr. Feigenbaum:

. This refers to the integrated inspection completed on June 20,1999 at the Seabrock Nuclear Power Station. The enclosed report presents the results of this inspection.

The plant was operated safely during the period. Maintenance and engineering support to correct several emergent plant equipment problems was effective. The emergency preparedness program was reviewed and found to be acceptable. In contrast to the generally good performance, the inspectors noted some corrective action program implementation problems involving the initiation of an adverse condition report, and the failure to implement a planned corrective action. The failure to implement the planned corrective actions resulted in the unexpected loss of a service water pump during testing.

Based on the results of this inspection, the NRC has determined that a Severity Level IV violation of NRC requirements occurred. The violation involved the failure to demonstrate that the emergency response facilities could be activated in a timely manner during the off-hours as required. This violation is being treated as Non-Cited Violation (NCV), consistent with -

Appendix C of the Enforcement Policy. The NCV is described in the subject inspection report. If you contest the violation or severity level of the NCV, you should provide a response within 30 days of the date of this inspection report, with the basis for your denial, to the Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington DC 20555-0001; with copies to the Regional Administrator, Region 1; the Director, Office of Enforcement, United States Nuclear Regulatory Commission, Waehington, DC 20555-0001; and the NRC Resident Inspector at the Seabrook facility.-
