This refers to the routine safety inspection conducted by Mr. L. J. Prividy of

this office on June 19-23, 1989, at the Seabrook Station, Unit Number 1,

Seabrook, New Hampshire. The discussions of our findings were held by

Mr. Prividy with Messrs. T. Feigenbaum and D. Moody and others of your staff at

the conclusion of the inspection.

Areas examined during this inspection are described in the NRC Region I

Inspection Report wnich is ecciosed with this letter. Within these areas, the

inspection coatisted of selective examinations of procedures and

representative records, intervied:s with personnel, and c. observations by the

inspector.

Within the scope of this inspection, no viola ions were observed. However, as

noted in Sections 2.2 and 3.3 of the enclosed ieport, we are concerned about

the steam leakage problems through the auxiliary feed pump turbine control

valves (Unresalved item 50-443/69-07-01) and the leakage through certain mctor

coolant system pressure isolation valves (Unresolved item 50-443/ a-07-02).

Accordingly, we request that you provide us your plans for resolving these

items before you are authorized to startyp.
