This refers to the reactive special safeguards inspection conducted by Mr. B. Drouin of this office on June 23 through July 23, 1986, of activities

at the Zion Nuclear Power Station, Units 1 and 2, authorized by NRC Operating Licenses No. DPR-39 and No. DPR-48. The details of that inspection were transmitted to you by our letter dated August 25, 1986 (Inspection Reports

No. 50-295/86014[DRSS]; No. 50-304/86013[DRSS]).

The inspection identified a violation of NRC requirements. The violation was considered for possible escalated enforcement action. Although the specifics of th'e vio,lation technically described a Severity Level III violation, the difficulty involved in exploiting the vulnerability resulted in our decision to mitigate the significance of the violation. We have more appropriately clas'sified the violation at Severity Level I We are satisfied that your prompt and comprehensive corrective actions, which were undertaken immediately upon your identification of the violation, will reasonably preclude similar violations in the future. You are, therefore, not required to submit any response to the violatio The material enclosed contains Safeguards Information as defined by 10 CFR 73.21 and its disclosure to unauthorized individuals is prohibited by Section 147 of the Atomic Energy Act of 1954 as amended.
