This refers to the routine safeguards inspection conducted by

Ms. G. M. Christoffer and Messrs. T. Madeda and D. Funk, Jr. of this office

on July 10-18,.1989, of activities at Zion _ Nuclear Power Station, Units 1

and 2, authorized by NRC Operating Licenses No. DPR-39 and DPR-48 and to i

the discussion of our findings with Mr. T. Rieck and other members of your i

staff on July 14, 1989 at the conclusion of the onsite inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel. ,

During this inspection, certain of your activities appeared to be potential i

violations of NRC requirements. You will be notified by separate correspondence

of our decision regarding enforcement action based on the findings of this

inspection. No written response to the violations is required until you are

notified of the proposed enforcement action. . However, an enforcement conference

to discuss the inspection findings has been scheduled for August 17, 1989.

Areas examined during this inspection concern a subject matter which is exempt.
