. ZION NUCLEAR POWER STATION, UNITS 1 AND 2 - EXEMPTION FROM CERTAIN REQUIREMENTS OF 10 CFR PART 73'(TAC NOS. MA6357 AND MA6358)

Dear MkKingsley:

l The CommLsion has issued the enclosed exemption from certain requirements of 10 CFR 173.55 for the Zion Nuclear Power Station Units 1 and 2 (ZNPS). This exemption is in response to your application dated July 30,1999, in which you requested an exemption from certain

. portions of 10 CFR 73.55 to allow the ZNPS to discontinue specific aspects of the security plan as'a result of the permanently shutdown and defueled status of the facility.

iThis exemption relates specifically to the following five requirements: (1) the requirement that,

at a minimum, a licensed senior operator approve the' suspension of safeguards measures in
an emergency, (2) the requirement that the reactor control room be bullet resisting, (3) the.

3 requirements to have a secondary alarm station, that the central alarm station be located in the protected area, that the central alarm station be classified as a vital area, and that the onsite.

1 secondary power supply system for alarm annunciator equipment and non-portable communication equipment be located in a vital area, (4) the requirement that non-portable communication' equipment located in the central alarm station remain operable from

' independent power sources if normal power is lost, and (5) the requirement to have five or more guards per shift immediately available to fulfill response requirements. Each of these five 1

Erequirements is discussed in the enclosed safety evaluation.

' Based on the staff's evaluation of your submittal, we have determined that exemption from

' these five requirements will not decrease the overall effectiveness of security at your defueled site, asLdescribed in the proposed defueled site security plan. ThereforE, pursuant to 10 CFR 50.54(p), these changes do not require further NRC approval and the site can incorporate k
