Gentlemen:

j

This refers to the routine' safety inspection conducted by Mr. D. Barss and

others of this office on July 17-19, 1990, of activities at theLZion Nuclear

-i

Generating Station, Units 1 and 2, authorized by NRC Operating Licenses

!

No. DPR-39 and No. DPR-48, and_ to the discussion of our findings with

Mr. K. Graesser, Mr. T. Joyce and others of your staff on July 19, 1990.

,

.

'

~'

The' enclosed copy of our inspection report identifies areas-' examined during

m

a

the inspection. Within these areas, the inspection consisted of a selective

examination of-procedures and representative records, observations, and

R

interviews' with personnel.

,

,

.No violations of NRC requirements were identified during the course of_ the

inspection. However, one Exercise Weakness was identified during this

~ inspection.' .This Exercise Weakness is identified in the Appendix to this

letter. As; required by 10 CFR 50,. Appendix-E'(IV.F), any Exercise

Weaknesses:that'are identified must be corrected. Accordingly, you are .

"

,gs

requested to submit a. written statement within.45 days _ of. the date .of this

$'

> letter describinc your planned actions for correcting the Exercise Weakness

.t

identified in the Appendix.

,,

,,

(> , h

In! addition to the 1xercise Weakness, several other example of weak

~

performance were identified during this inspection and are' described in the

fE

ienclosed inspection report. We are concerned that your emergency preparedness

-

performance has deteriorated over the last few years.

In 1988 four Exercise

a

y

Weaknesses were identified,- and in 1989 several other examples of weak

s

-

4

performance were identified. Some-of these items were not corrected and

reappeared in thel 1990 exercise.

In your response to the Exercise Weakness

A,

identified in the Appendix to this letter, we request that you also address

any actions you are taking or plan to take to improve your overall performance

.m

in the emergency preparedness area.
