1 BRAIDWOOD NUCLEAR POWER STATION Manaaement Actions and Sanctions 39 positive tests resulted in the denial or revocation of unescorted access for 39 short-term contractors. One refusal to' complete a test by short-term contractor resulted in the denial and revocation of unescorted access. One short term contractor did not show up for a re-test cppointment due to a dilute specimen which resulted in the denial of unescorted access. 7 of the 17 total For Cause tests were conducted on short-term contractors due to a decrease in the confirmatory THC positive rate and the suspicion of adulteration. This resulted in the denial of unescorted access to 5 short-term contractors of which 3 tests were positive for THC cnd 2 tests were positive for the nitrite adulterant.

Events Reported A For Cause test was conducted on a short-term contractor supervisor on September 20, 1998 that resulted in the denial and revocation of unescorted access. A 24-hour reportable event telephone call was made to the NRC Operations Center on September 21,1998.

O CORPORATE NUCLEAR OPERATIONS Manaaement Actions and Sanctions There were no prsitive test results requiring action during this reporting period.

Four hundred forty-two (442) on-site tested negative quality control specimens were submitted to the SAMHSA laboratoiy during this period. 442 specimens were confirmed negative by the laboratory.

The confirmatory rate for THC positiva tests dramaticallydecreased by the beginning of

' September,1998. After discussion with the Comed Medical Review Officer and the Medtox Laboratory Director, we decided to check for adulterants on all presumptive positive tests for THC that did not confirm at the laboratory. The adulteration check confirmed our suspicions when 7 out of 13 specimens confirmed positive for adulterants during the period of 9/14/98 -

12/31/98. In October,1998 six For Cause. tests were conducted on short term contractors that had unescorted access and had a FFD test during 1998 that was presumptive positive for marijuana but did not confirm at the laboratory. Two out of the six tests were confirmed positive for THC and resulted in their denial of unescorted access. One test that was presumptive positive on-site for THC did not confirm. Two specimens were checked for adulterants and none confirmed. Also, in October,1998, we requested Corporate Security to conduct an extensive investigation regarding adulterants which has provided us valuable data regarding the adulteratica products and availability. We revised our procedure to reflect a more stringent sanction to those who adulterate their specimens with regard to a trustworthy and reliability issue because the chain of custody requires a signature and date under the statement that claims the specimen is unadulterated and is their own. We are continuing in 1999 with the adulteration efforts.

Blind performance testing was conducted at a rate of ten percent. Thirty-nine (39) specimens were submitted to the laboratory. All results were reported correctly.

Five Fitness For Duty program violation appeals were presented to the Review Board for this period. The Comed Executive Review Board upheld all violation decisions.

Ninety-one (91) positive test results were confirmed positive by the Medical Review Officer.

Additionally, one positive specimen was reanalyzed and re-confirmed positive.
