BRAIDWOOD NUCLEAR POWER STATION Manaaement Actions and Sanctions Fifteen positive tests resulted in the denial or revocation of unescorted access. Due to pre-access testing for the Braidwood Station, Dresden Nuclear Power Station and LaSalle County Station being performed at a centralized location, six of the twelve positive pre-access tests conducted at Braidwood Station were for the Dresden Nuclear Power Station and LaSalle County Station.
Events Reported A 200 ml bottle of Whiskey was found unattended in the Auxiliary Building, a vital area, with approximately one teaspoon ofliquid on January 29,1999. A 24-hour reportable event notification was made to the NRC Operations Center on January 29,1999 in accordance with 10CFR26.73(a)(2)(iii).
A For Cause test was conducted on a short-term contractor supervisor on April 29,1999 that resulted in a positive alcohol test and in the denial and revocation of unescorted access. A 24-hour reportable event notification was made to the NRC Operations Center on April 29, 1999 in accordance with 10CFR26.73(a)(2).

Manaaement Actions and Sanctions Twenty-two positive tests resulted in the denial or revocation of unescorted access. One short-term contractor was denied unescorted access due to providing an adulterated specimen. One short-term contractor refused to test and was denied unescorted access. One short-term contractor was denied unescorted access due to a violation of the Fitness For Duty policy requirement concerning abstinence from alcohol for at least five hours prior to reporting to work. The odor of alcohol was detected and a For Cause test was conducted with negative results. However, during testing the individual made a statement concerning having a drink on the way to work.

Four hundred five (405) negative quality control specimens tested on-site were submitted to the Substance Abuse and Mental Health Services Administration laboratory during this period.
Four hundred four (404) specimens were confirmed negative by the laboratory.
One specimen confirmed positive at the laboratory following Gas Chromatography / Mass Spectrometry testing. The initial screening results for the specimen were negative, however, just below the cutoff concentration. When a negative result is reported from a urine drug screen, it is an indication of one of the following:
- 1. The specimen is consistent with a true negative, i.e. no drug or metabolite present.
- 2. Drug or metabolite in the specimen is concentrated below the cutoff.
For the purposes of the Fitness For Duty Drug Testing Program, both situations are considered negative.
The Laboratory Forensic Testing Director was provided on-site screening information. She noted that when this specimen was tested on-site, it was properly reported as a negative test, although it was just under the cutoff. The Laboratory Director concluded the overall accuracy of the on-site specimen-screening program is acceptable under instrument accuracy standards. The false negative test result may be attributed to a statistical variability of on-site and laboratory test equipment. A variation around the threshold or cutoff can be expected at an onsite testing facility or at a laboratory facility. Statistically, specimens that are right at the threshold level may screen both above and below the cutoff, if testing is repeated.
Currently, all specimens submitted to the laboratory, including quality control negatives are screened for adulterants at the laboratory. There has not been a nuclear specimen positive for adulterants since January,1999.
Blind performance testing vias conducted at a rate of ten percent. Thirty-four (34) specimens were submitted to the laboratory. All results were reported correctly.
Fifty-eight (58) positive test results were confirmed positive by the Medical Review Officer.
Additionally, three positive specimens were reanalyzed and re-confirmed positive.
