dated November 18,1997 In accordance with the requirements of 10 CFR 50.71(e), we are submitting Amendment 6 to the Fire Protection Report (FPR) for the Zion Nuclear Power Station (ZNPS), Units 1 and 2. In References 1 and 2, we submitted the certifications for ZNPS required by 10 CFR 50.82(a)(1). Therefore, in ,

accordance with 10 CFR 50.71(e)(4), this FPR amendment is being submitted

within 24 months of the previous ZNPS FPR amendment which was submitted in Reference 3. Accordingly, this amendment is due to be submitted by November 18,1999.

Attachment 2, " Zion Nuclear Power Station Fire Protection Report Amendment 6," contains Amendment 6 to the ZNPS FPR. As required by 10 CFR 50.71(e), i Amendment 6 consists of replacement pages for the FPR and is accompanied j P

Amendment 6 to the ZNPS FPR presents changes made under the provisions of '

10 CFR 50.59 and 10 CFR 50.48(f), but not previously submitted to the NRC.  !

The changes were made to reflect the permanently defueled condition of ZNPS '

and the amendment includes changes made through July 30,1999. The FPR changes are summarized in Attachment 1, " Summary of Changes." Attachment 1 is provided in lieu of revision bars to indicate changes from the previous version of the FPR due to the extensive revision and reformatting of the FPR.

We have evaluated the FPR changes in accordance with 10 CFR 50.59 and 10 CFR 50.48(f). We concluded the changes do not involve an unreviewed safety question and do not reduce the effectiveness of fire protection for facilities, i systems, and equipment which could result in a radiclogical hazard, taking into I account the current ZNPS decommissioning plant conditions and activities.

2.0 Appendix R related assumptions. Removed Appendix R statements at the end of Step a, end of Step d; completely deleted Step e about fire spread effecting redundant Appendix R trains, and deleted step G concerning effect of external fire on safe shutdown equipment.
