Dear Mr. Kingsley:
We have received your submittal dated April 23,1998, which pursuant to 10 CFR 50.54(a),
requests review and approval of proposed changes that reduce commitments in your Quality Assurance Topical Report (QATR), CE-1-A. The review will be performed by the Quality Assurance, Vendor Inspection, and Maintenance Branch in the Office of Nuclear Reactor Regulation.
Based on our need for the additionalinformation as communicated to your staff during a telephone conference on June 4,1998, we do not regard the changes described in your proposed Revision 66 to your QATR acceptable pursuant to $50.54(a)(3)(IV). The request for additional information will be provided in a separate letter. Therefore, you should refrain from implementing these changes until you have been formally notified otherwise.
