UNITS 1 AND 2 FROM DIVISION OF REACTOR PROJECTS TO DIVISION OF i

NUCLEAR MATERIALS SAFETY I

Dear Mr. Kingsley:

This is to inform you that NRC Regional oversight responsibilities for your Zion Nuclear Station, Units 1 and 2, have been transferred from the Region lil Division of Reactor Projects to the Region ill Division of Nuclear Materials Safety (DNMS) effective June 26,1998. This change will not affect the address to which you should send formal correspondence.

As previously discussed with members of your staff, the inspection program will no longer be conducted by resident inspectors; rather, weekly visits by regional staff are planned. A detailed inspection plan will be sent to you in the near future under separate cover.

Termination of the resident inspection program means that the Memorandum of Understanding between NRC and the Illinois Department of Nuclear Safety, pertaining to State Resident Engineers (Inspectors) conducting inspections for, and on behalf of, the NRC, is no longer in effect for your Zion Station. State of Illinois personnel may still accompany NRC staff in the future for observation purposes under existing Agency policies for cooperation with States.

Effective on June 26,1998, the Region til point of contact for routine inspection matters is Dr. John House of the Decommissioning Branch, DNMS (630/829-9824). In the event that Dr. House is unavailable, you should contact Mr. Bruce Jorgensen, Chief of the Decommissioning Branch (630/829-9615), or if Mr. Jorgensen is unavailable I can be reached at (630/829-9800).
