CLOSURE OF ONSITE NRC INSPECTION OFFICE AT ZION PLANT l

Dear Mr. Kingsley:

This is to advise you that we plan to stop'using the office complex at the Zion Nuclear Generating Station which Commonwealth Edison had provided for the NRC's resident l

inspectors under 10 CFR 50.70(b)(1). Since Zion has been permanently shut down, our inspections have been conducted in accordance with NRC Manual Chapter MC-2561. This inspection program does not require resident inspectors or dedicated office space. Your cooperation in continuing to provide office space for the past 18 months while the plant has been converting to a Safe Storage condition is appreciated.

We plan to remove NRC-owned equipment from the site on or about October 1,1999. To l

coordinate access and removal, we request that a Commonwealth Edison contact person be l

identified. When our equipment has been removed, we will return the office keys to the contact person.

Future inspections will likely involve visits to the site by one or a few inspectors from the Region ill office. An inspection plan for FY 2000 will be sent to you in a future letter. It would l

be convenient for visiting inspectors to have some modest, private space where they can conduct interviews, review records and temporarily store personal effects.

Please contact Bruce Jorgensen of my staff at (630) 829-9615 to discuss coordination needs for our vacating the current offices suite, and options to support future inspection activities.
