' This refers to the special safety inspection conducted by Messrs. A. S. Gautam and other NRC representatives of this office on December 30, 1986 through January 14,'-1987, of activities at Zion Nuclear Power Station, Units 1 and 2, authorized by NRC Operating Licenses No..DPR-39 and No. DPR-48 and to the discussion of our findings with Mr. P. LeBlond on January 14, 1987 at the conclusion of the inspection.-
During this inspection,.one significant deficiency was identified regarding the implementation of your Environmental Qualification (EQ) Program. This finding was classified as a Potential Enforcement / Unresolved Item in-Inspection Reports No. 50-295/86030 and No. 50-304/86030 forwarded by our letter-dated

- January 30, 1987.
In our _ letter, we stated that the NRC was reviewing this item in ^ regard to possible future enforcement action. That review is now complete.
Based on our review of this matter, we have concluded that the~ identified
' deficiency was a violation.of NRC requirements, as specified in the enclosed
- Notice. : A written response is required.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter, the enclosed Notice of Violation, and your response to this letter will be placed in the NRC.Public Document Room.
The responses directed by this letter and the accompanying Notice are not subject.to the clearance procedures of the Office of-Management and Budget as required by the Paperwork Reduction Act of 1980, PL 96-511.
