We have received your submittat dated August 21,1998, which pursuant to 10 CFR 50.54(a),
requests review and approval of proposed changes that reduce commitments in your Quality Assurance Topical Report (QATR), CE-1-A.
Based on our need for additional information, as communicated to your staff during a telephone I conference on October 13,1998, we do not regard the deletion of the audit commitments for the independent (offsite) review organization described in your proposed Revision 66 to your QATR acceptable pursuant to 10 CFR 50.54(a)(3)(iv). The submittal of additionalinformation '
should contain a description of the periodic assessment process, the proposed audit frequency l of the independent review organization and any exceptions to previously approved i commitments. The independent review activities are an inherent part of the administrative controls provisions necessary to assure operation of the facility in a safe manner and such activities are required to meet the criteria of Appendix B to 10 CFR Part 50, specifically the need to be audited. Therefore, you should refrain from implementing this change until you have been formally notified otherwise.
