This refers to the May 1,1990, letter from Mr. Gary M. Holohan to you transmitting the results of the inspection of the vendor interface and
procurement programs at the Zion Nuclear Generating Station, Units 1 and 2.
I The inspection was conducted during the period of November-27 through December 8, 1989, and was documented in report Nos. 50-295/89200t 50-304/89200. The letter also transmitted four items classified as potential enforcement findings, and stated that the regional office would review these findings to determine what enforcement may be required.
We have completed our review of the potential enforcement findings. We have combined two of the potential enforcement findings (B and C) and are issuing one violation regarding inadequate corrective actions, as stated in the enclosed Notice. A written response is required.
Two of the potential enfor ament findings (A and D) dealt with procurement activities.
The Commission has decided to refrain from enforcement regarding programatic procurement issues until May 1991 to allow licensees to implement current industry initiatives.
The review of the vendor interface program indicated a need for improvement.
Forty four vendor notices were chosen from two vendors for review. Only one of these notices was entered into your vendor interface program and evaluated.
Other evaluations of vendor notices were reviewed and errors were noted in the technical basis for the evaluations.
Your response to the enclosed violation should address how you plan to improve your vendor interface program to ensure that vendor communications received by_you are forwarded to the appropriate staff, properly evaluated in a timely manner, and that corrective actions are appropriately implemented.
During the inspection, the team identified eight procurement examples that were considered to have the greatest impact on operability.
Your staff was able to demonstrate operability of these selected items through review of additional records, post-installation testing, and other periodic or maintenance testing. The NRC will review your operability determination as well as equivalency to the replacement items and the ability to perform under design, environmental, and seismic conditions as applicable during a future inspection.
