. In the Reference 1 letter, the NRC wproved the Zion Nuclear Power Station (ZNPS) Defueled Station Emergency Plan (DSEP). As part of the DSEP implementation process, we made several changes to Corporate Emergency Plan Implementing Procedures (CEPIPs). In addition, administrative changes modifying a procedure number reference were made to the DSEP. In accordance with 10 CFR 50.54(q) and 10 CFR 50, Appendix E,Section V,

" Implementing Procedures," we are reporting the above changes to the NRC.

These changes were made on September 17,1999. This submittalis required to be submitted within 30 days (i.e., by October 17,1999). However, October 17, 1999, falls on a Sunday. Therefore, in accordance with 10 CFR 50.4(d), this submittal is due by the next Federal working day which is October 18,1999., ZNPS DSEP Revision 0," contains the ZNPS DSEP reflecting the administrative changes. Attachment 2, " Implementing Procedures," contains the revised CEPIPs. Changes are indicated in the attached documents by revision bars. Also, CEPIPs 1002-01, " Engineering Drawing Change Approval and Distribution for Emergency Preparedness," and 2021-06, " Highland Park JPIC Activation," have baen deleted due to no longer being necessary.

The ZNPS Emergency Plan Implementing Procedures, although revised to implement the DSEP, are not included with this submittal.10 CFR 50, Appendix E,Section V specifically states that only licensees who are authorized to operate a nuclear power facility shall submit any changes to implementing procedures. We no longer possess licenses authorizing operation of ZNPS because of the certifications (i.e., References 2 and 3) docketed pursuant to

' 10 CFR 50.82.10 CFR 50.82(a)(2) specifically states that a 10 CFR 50 license no longer authorizes operation upon docketing of the certifications. Therefore, 10 CFR 50, Appendix E,Section V is no longer applicable to ZNPS.

We have evaluated the changes to the plan in accordance with 10 CFR 50.54(q).

We concluded the changes do not decrease the effectiveness of the plan and the plan, as changed, continues to meet the standards of 10 CFR 50.47(b) and the requirements of 10 CFR 50, Appendix E that remain in effect following the NRC approval contained in the Reference 1 letter.
